He is wearing a badge and side-arm possible Indian Tribal Police or Indian Police or Interior Police. Looks like he could be guarding a site like Montezuma’s Castle.
I was thinking the same thing that Shawn was thinking, maybe it’s Bitat’a’kin, and he’s a tribal police?
