The man in the dark shirt was identified in community outreach at Navajo Nation as possibly being Herbert Laughter, Ute Red Running into Water Clan, from the Tall Mountain area. The three other men in the photo are still unknown.

The image caption (not visible) says, “Navaho and Piute Indians – Spectators at the Fourth of July Celebration.”
